Les institucions locals en temps de crisi: reforma institucional i gestió de recursos humans en els governs locals

Abstract

Aquest treball té per objecte analitzar l’impacte que té la crisi econòmica sobre les institucions locals. A aquest efecte, el centre d’atenció se situa en els aspectes relatius a la reforma institucional i a la gestió de recursos humans en els governs locals. Per tant, la finalitat d’aquest estudi és analitzar els efectes endògens de la crisi econòmica sobre el nivell local de govern. L’estudi parteix d’examinar el tipus de crisi econòmica que afecta Espanya i les seves institucions, després presta atenció a les diferents respostes que per afrontar la crisi econòmica s’han posat en circulació a diferents països europeus, concretant, finalment, els efectes que la crisi està tenint sobre els governs locals espanyols. L’estudi es tanca amb una valoració general sobre un catàleg de mesures que poden dur a terme els governs locals per afrontar la crisi econòmica des de la perspectiva de la reforma de la institució i dels recursos humans. La finalitat d’aquest estudi és, per tant, posar en valor la reforma institucional dels governs locals com a mitjà de sortir reforçats de la situació de crisi i prestar millors serveis als ciutadans. This article analyzes the impact of the economic crisis on local governments. In this context, the article pays attention to institutional reforms and the human resources management of local governments. Therefore, the purpose of this study is to examine the endogenous effects of the economic crisis on the local level of governance. First, the article studies the type of economic crisis that affects Spain and its institutions. Second, the article explores several responses that have been launched in Europe in order to fight the economic crisis. Third, the article specifies the effects of the economic crisis on Spanish local governments. Finally, the article includes a general evaluation of the catalogue of measures available to local governments in order to fight the economic crisis from the standpoint of institutional reforms and human resources. Therefore, the final aim of this article is to launch institutional reforms of local governments as a mean to overcome the economic crisis and improve public services in benefit of citizens.
